Bio
Judge Kennerly is an adjunct professor at WCL, teaching Veterans Benefits Law. Ms. Kennerly was nominated by the Secretary of the Department of Veterans Affairs (SECVA) and approved by President Joseph R. Biden, Jr. to serve as a Veterans Law Judge to the Board of Veterans’ Appeals (BVA) in August 2021. Judge Kennerly is responsible for holding hearings and issuing decisions on appeals on behalf of the SECVA, participating in conferences, meetings, hearings, and presentations involving BVA, to include with Members of Congress, appellants, private attorneys, Veterans Service Organizations, Defense agencies, and the like.

Prior to this appointment, Ms. Kennerly served as the Acting Deputy Executive Director of the Office of Administrative Review (OAR) of the Veterans Benefits Administration (VBA) from February 2021 to August 2021. Ms. Kennerly was responsible for all appeals-related policy and operations for over 1,000 employees nationwide. From 2013 to 2021, Ms. Kennerly served as Supervisory Senior Counsel at BVA and Chief of BVA’s Office of Knowledge Management (KM), where she was personally responsible for significant operational transformations, to include transforming BVA’s training approach into a robust lecture and interactive assignment format. She was also responsible for the creation and implementation of BVA’s Interactive Decision Template, which streamlined BVA’s approach
to appellate decision drafting to allow for consistent, clear, and expedited decision writing. This technology provided the platform from which over 115,000 appeals were adjudicated in Fiscal Year 2024. From 2004 to 2013, Ms. Kennerly served as Counsel to BVA.
